Our Political Program

Good governance is the foundation of peace and sustainable development. We firmly believe that without good governance, sustainable development is unachievable. Good governance is only possible if it is underpinned by democratic principles.
We are determined to strengthen the foundations of democracy so that every Rwandan can enjoy his or her rights and freedoms, develop and flourish in their private lives, regardless of their political, religious, sexual and ethnic background.
Rwandans should be free and equal in dignity and rights. They should be protected in the same way by law; social equity and equal opportunity will be guaranteed to everyone without distinction. It is good governance that will achieve effective reconciliation and put an end to the cyclical problem of Rwandan refugee that has become structural.

Education is a tool for emancipation and social justice. All children in Rwanda must have equal opportunity to access good quality education and training for the intellectual, moral and physical development and to actively participate in the development of the country, without any discrimination whatsoever, regardless of their regional or social background or their belief.

Give due value to the work of the teacher by:

i) Ensuring continuing professional training and refresher courses

ii)Giving him/her a salary that allows him/her to have a decent standard of life

iii)Being appreciated for his word and rewarded where and when appropriate for his/her work;

 iv) To work reasonable hours that allow him to have time for his/her family

Providing quality education

i) The state must guarantee free education up to secondary school level. This will enable all children to benefit from education and training that will equip them to with professional know-how that allows them to attain their economic wellbeing.

ii) Students must have qualified and competent teachers, as well as appropriate equipment and teaching materials.

iii) Every child needs to be advised in their studies and guided according to their potential and abilities

Economic development is not possible if the population is not in good physical and mental health.

Health: Every Rwandan has the right to receive health care they need.  Their economic situation should not constitute a constraint. Even the poor are entitled to health services. The State must ensure that pharmacies and medical services serve the population. The patient’s income level should not be an obstacle to get medical care.

Health service workers must be valued and receive a salary and allowances commensurate with the hard conditions of their work. They must be given rest periods or compensatory leave in order for them to be able to render their services effectively.

Mental health: We will provide appropriate assistance to traumatized people. The number of traumatized people is increasing steadily because of the difficult times the country has been through and the tragic consequences that have ensued.

We will make a special effort to rescue young people with mental problems who become slaves to narcotics because of the desperation associated with structural unemployment. 

Family Planning: We will encourage and provide services to Rwandans to carry out responsible family planning so that each family controls or regulates births responsibly and best suited to their resources. Maternity and children are entitled to special assistance and  educational capacities

 

Freedom of entrepreneurship is a fundamental economic right. Every Rwandan should be free to undertake an economic activity that best meets their aspirations for economic development. On this issue, we reaffirm that private property is inviolable. Regulation of entrepreneurship must be transparent and should not be an obstacle or a handicap to this fundamental freedom.

Freedom of entrepreneurship will help to generate adequate income to can sustain families. No person or legislation should compel or limit the economic choice of a company.

To reduce youth unemployment, we will set up youth support centres to help them initiate and undertake economic activities and businesses.

The agricultural sector employs a large number of Rwandans who earn a living from their agricultural production. Given the fragmentation and degradation of family farm plots, the small farmer should not be forced to cultivate a particular crop. They should not have to pay property tax on the reduced land that supports their needs and survival.

A small trader: with a turnover of fewer than 5 million frws, Rwandans must be able to carry out their activities exempt from income taxes, without any hindrance, to allow them to develop. Those with higher capital income will be encouraged to invest in the areas of their choices in order to support the state in its sustainable development programme.

Employment or occupation is the source of the income needed to live or meet the economic needs of one’s family. It is, therefore, necessary that remuneration is fair and satisfactory in order to ensure that the employee and their family have a standard of living that takes into account human dignity.     

  • It is essential that the minimum salary for each job or profession is at a level that can support an employee. Setting the minimum wage is the starting point to fight poverty and improve the standard of living of citizens. The salary must be adjusted to take inflation into account.
  • Providing facilities for employees: the government must make social security arrangements so that in the event of an accident the employee receives assistance; The employee is entitled to vocational training to improve their skills.
  • Arbitrary dismissal will be outlawed: as a result of very high unemployment, many employers deny employees their rights by threatening them with dismissal. We will put in place an employee protection law to prevent abuse of dismissal.

Improving housing to allow people to live in decent conditions is a right, that is why we will do everything possible to ensure that every Rwandan has suitable housing. Due to the scarcity of land and population explosion, new constructions will take place in villages and developed in high tower building blocks. We will assist young people to live in apartments.

Housing development must take into account the different income levels and the solvency of different social categories. This requires that, in addition to allocating construction plots and developing basic infrastructure, the government must participate in the construction of residential homes.

Our goal is to reduce inequalities and improve the redistribution of national resources. Income inequality has increased in recent years in different areas of the country. This widening divide requires sound policies to empower lower-income earners, and promote economic inclusion of all regardless of sex, age or ethnicity.

The country’s national resources and wealth must benefit all Rwandans in all regions. Those who have more need to give more taxes to help the less well-off. Of course, this must be done without hindering the investment of the capital generated.

We will design investment projects in rural areas to enable them to grow

  • Every Rwandan has the right to protection and security. No one should live in the fear of losing their life or being robbed of their property.
  • Respect for human rights :The right to life must be guaranteed by the government. Assassinations that have become commonplace must stop. There is no reason why someone should away someone’s life.
  • Through education, we are determined to develop respect for the fundamental rights and freedoms of the human person, starting with the right to life.
  • The security services will be trained to internalize that they exist to protect and guarantee security for every Rwandan, and not to interfere in politics.

Instead of being limited to urban centres, basic infrastructure such as bridges and roads, electricity, water, schools and hospitals must be developed in all regions of the country as they are the basis for the development of everyone
